The establishment project for the Faculty of Management Science was not originally included in the first Phetchaburi IT Campus master plan (1997–2006). The university initially planned to establish faculties aligned with the socio-economic expansion of the western region based on existing potential, such as Agricultural Technology, Community Health Sciences, Information Science, and Animal Science. However, due to significant economic downturns and budget constraints, the university revised the plan in 2000 to include the Faculty of Management Science (covering Hotel Management, Tourism Management, and Cultural Management) alongside Animal Science, Health Sciences, and Industrial Product Design.

The campus was established during a period of economic instability, meaning it could not become a fully comprehensive campus like Sanam Chandra Palace. Consequently, educational policies for the new campus emphasized budgetary self-reliance, operating as an autonomous unit, and resource sharing within the campus. Information technology was utilized to reduce long-term salary burdens, such as two-way distance learning taught by faculty members from Sanam Chandra and Bangkok. Community involvement, particularly through local government investment, was also a key strategy.

Ajarn Put Veerabrasert became President in November 2000 and assigned the Vice President for Planning and Development (Ajarn Chaichan Thavoravej) to oversee the establishment of faculties at the new campus. Since the Faculty of Animal Science was not yet ready to operate in Phetchaburi, the Faculty of Management Science was established to begin classes by the 2002 academic year. The University Council approved the establishment project on March 19, 2002, initially offering Bachelor of Arts programs in three majors: Tourism Management, Community Management, and General Business Management.
